What steps will reproduce the problem?
1. Create changes and ask for review in branch feature
2. Gerrit allow merge to master
3. Try to ask for review the same change to branch master

What is the expected output?
It should allow the same change to propagate in to other branch with the same commit sha1

What do you see instead?

Gerrit rejected change with 'no new changes' error

error: failed to push some refs to 'ssh://xxx@xxx.com:29418/test'

Please provide any additional information below.

You can force to push review by make change to the last commit just --amend flag to modify the last sha1 but it's non-sense and it will make a trouble when we need to do this again in the next review as Gerrit will look this same work as different work and create multiple ticket to review the same work for other commit
