Right now we can either have a repo with no initial commits, or create one with an initial empty commit. It would be useful to specify a skeleton repo to use when creating a new project.

Use case: we're using git-review for our users to work with gerrit. This requires creating a .gitreview file in each newly created repository. Having a skeleton repo with the file already there could be useful.
