The tab 'SSH Public Keys' is not a choice among the Settings tabs according to Documentation at https://android-review.googlesource.com/Documentation/user-upload.html.  

In addition, my Username on the profile tab is blank.  New Contributor Agreement has been verified.

Was able to access the SSH Public keys directly via https://android-review.googlesource.com/#/settings/ssh-keys, however when attempting to add a valid key I receive the error "Invalid SSH Key".

For some Gerrit servers the SSH protocol is completely switched off by configuration. In this case the 'SSH Public Keys' section is not available under settings (if the SSH protocol is switched off, there is no need to upload SSH keys).

The SSH protocol is e.g. switched off for the Gerrit servers running on the Google infrastructure. Here you have to use the https protocol to upload changes.

That the username is blank is also expected on the Google Gerrit servers. Some details about this were discussed on the mailing list [1].
