This may be possible but after looking through the documentation I haven't came across it. 

When double clicking a day, is it possible to open the day view for what was selected?

Secondly, when you click on the "Week" button, it takes you to the week view for the current week. I would like it to be like how Outlook works where if you selected a day on the month view and then click on week, it takes you to the week you selected.

Are these possible to do already?

as for your second request, fullcalendar currently has no notion of a "selected" day that serves as a navigational marker when switching views. Internally there is such a concept, but it is not displayed to the user. I will repurpose this ticket to only be concerned with this concept.
