FullCallendar only supports timezone offset formats of +hh:mm, however +hh and +hhmm are both valid. See here: http://en.wikipedia.org/wiki/ISO_8601#Time_offsets_from_UTC
I've fixed this and provided a pull request with more details: https://github.com/arshaw/fullcalendar/pull/16
