Я нашел два варианта http://geolite.maxmind.com/download/geoip/database/GeoIPCountryCSV.zip http://www.maxmind.com/download/geoip/database/GeoIPCountryCSV.zip Мы качаем по первому.

На данный момент файлы одинаковы, поскольку, домен один разницы не должно быть.
На странице для скачивания они указали адрес по 1й ссылке... Вроде нет причин для беспокойства.
