2.3.3 Restrictions on SVG 1.1 in "EPUB Content Documents 3.0" do not 
allow the use of SVG animation.

      The [SVG] Animation Elements and Animation event attributes must not occur.


But when I attended the Tokyo F2F meeting of the SVG WG this week, 
I learned that they believe SVG animation will continue to be an important 
part of SVG.  SVG animation allows interactive fixed layout documents.  
For example. it can interactively replace rasterized Japanese text by 
rasterized English text in comics without using Javascript.

I thus propose to lift this restriction in 3.0.1.

Makoto, the WG discussed this on the 0718 telcon. There is concern about adding 
this without knowing if the status of support in browser engines has improved 
(lack of stable implementations was the reason for omitting this in 2.0(1) and 
3.0). 

The WG thus requests implementation reports to be presented in order to 
consider this issue.

Masao of Fuji Film created a sample EPUB, which demonstrates several 
possibilities of bilingual manga using Javascript and SVG Animation.  I 
slightly changed it.  It is now available at 
http://www.asahi-net.or.jp/~eb2m-mrt/epub/MultiLanguageManga.epub

It works on Readium (Version 0.9.1 Release Date 05.17.13) on Windows Chrome 
well.  It works on iBooks except Javascript-based pages and mouse hovering.
