EPUB 2.0.1 language about default rendering missing from EPUB 3.0 #250

Below language from EPUB 2.0.1 spec can't be found in EPUB 3.0:

2.3.2: body Element
It is assumed, in formatting, that the default rendering for body is consistent 
with the CSS property page-break-before having been set to right (which behaves 
like always on one-page Reading Systems), but may be overridden by an 
appropriate style sheet declaration.

Also it's not clear (to submitter of issue) whether this language as written 
unambiguously allows expressing preference for run-together rendering of 
multiple spine items (presumably by "page-break-before:avoid" on body of each 
successive spine item).

Resolved, per 72 hour call on the list. We need to add the following text 
describing the behavior of page breaks on body elements:

It is assumed, in formatting, that the default rendering for body is consistent 
with the CSS property page-break-before having been set to always, but may be 
overridden by an appropriate style sheet declaration.

In addition, we need to add language that indicates that the page-spread-* 
properties take precedence over any value of page-break-before.

Specification has been updated:

Note that the body element section for this prose is under a new "special 
considerations" subsection in HTML5 Deviations. This seemed like the best place 
to add in the end, as it allows for future additions. If you prefer it in CSS 
2.1 and/or want the name "special considerations" changed to something else, 
please update the ticket.
