Eventually, everything that's currently an SDK dependency will be more easily available from pub.dartlang.org. When that happens, we can and should remove support for SDK dependencies entirely from pub.

We should include a deprecation period in this, and pub should show you a warning during that period if your package contains an SDK dependency.
