Adding a RDEPEND on !chromeos-base/tegra-debug still causes problems, just different ones:

Add tegra-debug blocker to RDEPEND

The blocker needs to be in RDEPEND to ensure its removed before
installation.

BUG=chromium-os:22525
TEST=ran emerge without, saw conflict
  Add RDEPEND, ran build_pacakages
