Issue 197604: /etc/xml/catalog /etc/init.d/functions.sh are not getting initialized on host board

When we are building the host board (chroot), /etc/xml/catalog and /etc/init.d/functions.sh files are not  get initialized, but a lot of other ebuilds try to use them for post processing or sourcing them in case of functions.sh
For now they are getting copied from the existing chroot to start. This needs to be fixed properly by initializing thse files through an ebuild

i dont know about /etc/xml, but the functions.sh is due to missing openrc.  there is a thread on the Gentoo dev lists about splitting this file out and i imagine that'll automatically address this.

baselayout: also install a symlink of functions.sh in etc where expected

Fixes a problem with removed CONFIG_PROTECT

Fixed. Catalogs are regenerated in make_chroot, and functions.sh are installed by baselayout.
