Dusty requests to show error radii by default.  This should be an option not 
for ALL instances of BerkeleyMapper, but only for specific ones.  

Need to research existing configuration options--- i think BM1 had this as a 
URL parameter, but these are not passed in BM2 so will need to create an XML 
configuration option.

I agree that error radii should be shown by default because as errors get large 
they take on more meaning than the central coordinates. Mapping just the 
coordinates can massively mislead users (who are unfamiliar with the idea of 
errors).

Additionally, the 'zoom' level of the map should never be smaller than the 
largest error circle. For example, if an error circle is huge - say 500km in 
diameter, and the map zooms in to a region 20km wide the user will once again 
be deceived in the quality of the data.
