The default Android browser in Android 4.0 does start with all your open tabs after a reboot (never had a browser crash so can't test the second feature).
Chrome for Android does have both restore features.

I just tested on Android 4.0.4 and tabs are gone after reboot.
What phone and exact Android version are you using?
Could you make a video (upload somewhere like youtube) of the phone having some open tabs, rebooting and showing if the open tabs continue open?
