I tapped different points in the camera and only the focus changes not the exposure.

This issue is related to

issue 36949180

that I opened as an enhancement, but someone from Google said this feature is implemented so then it is a bug as it is clearly not working.

I am using a Nexus 5.

Status: Won't Fix (Obsolete)

This issue was reported on the Nexus 5, which is out of support. In general, each Android device has its own metering algorithm, so it will respond somewhat differently to the same tap to meter input.
