JWR66V bootloader (4.18) works, JWR66Y (4.23) doesn’t. It fails with “Signature mismatch”.
The bootloader (fastboot screen) states that “SIGNING - not defined yet”.

I'm getting the same FAILED error when flashing the bootloader, but I ignored it, rebooted and everything seems to be just fine after running the rest of the commands and rebooting.

I found that the working 4.23 bootloader in JWR66V is 76 bytes shorter than the bootloader in all following images, including LRX21P. Those later files start:

There is no 5.0.1 image for that device, but I can confirm that the issue is still there in the 5.0.2 LRX22G image - bootloader fails with "invalide state".

What seems to work is to first replace the bootloader-grouper-4.23.img file with the one delivered here: http://forum.xda-developers.com/showthread.php?t=2417097 .
And then run: "./flash-all.sh"

the software quality of Android on the Nexus devices is a joke. Besides this bug (for which a workaround is available luckily) I can not believe that the baseband_xmm_power wakelock is still there.

Just for interest's sake, I've just flashed my tilapia to 5.0.2 (nakasig-lrx22g) and experienced the same error...
I left it at the error screen (Mr. Android lying on his back with a red exclamation mark) and started googling and by the time I'd found out what to do next (flash the older bootloader) it'd started booting.
