Best way to identify this issue will be to stream music on Radio Apps like TuneIn or Pandora where the music cuts out exactly at sleep time.
Example : Display Sleep time set to Lock time to 30 sec and then Display Sleep time to 1 mins, the Wifi breaks at 1 mins.
This has something to do with the Sleep time.
Also, as long as the phone is unlocked or in use, the wi fi doesn't break.
Nexus 4 with 4.2.1.

@2 It sounds as if you simply have set your wifi to turn off when the screen turns off. Have you checked your settings in "advanced wifi settings"? The ARP issue is does not manifest itself simply by turning your screen off. Streaming would certainly just continue even with the issue present when you lock your device.

The setting says keep the Wi Fi alive.
The way I see it, the code never receives the instruction to keep the Wifi alive even when the display goes to sleep.
The streaming is interrupted because the Wi Fi drops and starts again. This indicates there is a problem with the code. Changing Router settings is not an option.
I can tweak the phone codes myself but then I want Google to wake up.
It is a pure mismatch of understanding user requirement and finalizing technical specifications. It happens all the time in softwares.
The end users want Wi Fi to be alive even when the Display is on Sleep.
But in 4.2.1, the Sleep setting puts the Wi Fi on sleep too.
You will not observe this problem if you keep the phone awake. The Wi Fi works flawlessly.
I believe it can be fixed.

@4 Thanks for explanation. From your own words, I still see what you're seeing as an entirely different issue. Even with the issue being discussed in the bug report here, the device maintains an active connection with the router at some level, whereas with you, it seems that the entire connection (read: all ports and communication with the router) becomes inactive when you turn the screen off. Almost sounds like a hardware issue of some sort rather than the device not responding to broadcast/multicast requests.
In any case, back to the topic, I can confirm this issue. The fix presented in the OP restores broadcast responses from the device. However, it can be noted that reserving a static IP at the router negates the need for requests and replies as far GMail services go, so I have chosen to keep the wifi INI at its default values, allowing Gmail to operate as it should (receving emails instantly). But, I still run the risk of various other services not working as expected in the future if the device cannot respond accordingly to broadcast/multicast requests.

Also these are the issue I got:

I have this issue, so says isher in 40065, I can't modify that config file I presume because I am not rooted. What are my options, would buying a new router help? Is there a whitelist of good routers? It's there an eta on Qualcomm fix and can it be delivered ota?

A current workaround for this is to add a static ARP entry on your router (if it supports it). Unfortunately, No ETA yet on the qualcomm fix but it will go out at some point.

@isher - I was able to add a static ARP in my dd-wrt router. After router reboot, I set the phone down for an hour. When I pick it up after the hour the problem is back. Both the wifi and cell bars are full and blue but there is no internet, the emails I can see on my computer are not received on the nexus 4 and chrome will not load a web page. Do I belong back on 40065 and what other advice can you offer?

More information - I reproduced this on a second Nexus 4, the first runs 4.2.1 the second one runs 4.2. Once the problem starts toggling airplane mode will not fix it. Turning off WiFi forcing cellular data does fix it. Turn wifo back on, you get blue wifi bars but still no internet.

@tantdy, I suspect that your problem is not related to this issue of ARP broadcast requests, as the symptoms of your problem are not consistent with what others report, nor with my experiences. Could be an entirely different bug or a finicky wifi connection, an over taxed router, TCP timeouts, or any variety of bugs.
But, instead of setting a static ARP using a command, why don't you just reserve a static IP address on your router? In so doing, it appears that a static ARP is also created and it has allowed me to sidestep the problem a dd-wrt router.

Some routers support "proxy arp" where the router will answer ARPs on behalf of the phone. This may provide a router-based solution util the patch goes live. Of course this won't help when you;re not home but trying to use a hostspot you can't control.
So maybe the best solution is still to use the patches provided on xda-dev, still not sure about battery impact since the phone will now process every broadcast and multicast, so it could be a lot more processing in busy environments (university, coffee shop....)
isher, how do you/Qualcomm intend to deal with high broadcast/multicast traffic? are we going to see poor battery life when Wi-Fi is on, or does the Qualcom offer MAC/chip level filtering that will not wake the entire phone?

@26: Given that it took nearly two months to even get Google to acknowledge this particular Nexus 4 bug, and given that this bug report and others related to the Nexus 4 have been active since as far back as November 20th, 2012, and given that the Google developers have given absolutely no indication that the source of the multiple wifi and bluetooth problems with the Nexus 4 ( Issue 36949180 , Issue 36949180 to name just two of them besides this issue), much less indicating any time of estimated time to fix, I believe #25's request for assistance regarding RMA'ing his Nexus 4 was perfectly reasonable.

@isher it does appear to be so, when I check the router database at dd-wrt it has the version I am running as the most recent for my router (Asus RT-N13U -- build 14896).

For what its worth the Play Store gave me an RMA for my device that was well past the 15 day return window (months past), I have to wait 21 days to see if I get my refund, but I expect I will. If this issue gets fixed I'll come back to the Nexus 4, other than this issue I thought it was great. But this issue made the device impractical for me.

In the meantime hopefully someone will come up with a 3rd party ROM that fixes it. Google Wallet will complain that my phone is rooted, but I'd rather have working wireless.

From other sources, btw, I gather that the delay in getting a fixed version of the Qualcomm driver out to the Nexus 4 has nothing to do with technical issues, but rather legal issues that are keeping Qualcomm from giving up their code to be distributed as AOSP.

@47, then it'd be more appropriate to ask "when will it be fixed" (which has been asked here before), rather than asking, generally, whether it'll be fixed in the future. Besides, from my experience with the software world, usually "FutureRelease" means that the bug is acknowledged, and is *intended* to be fixed, just not sure exactly when. The uncertainty with respect to timing may have something to do with the fact that the fix is done by an third party (Qualcomm), so third party's interests/priorities are involved as well.

That's how we tag issues that are targeted for future, timing-unknown, release). So it's up to you whether you maintain patience or return the product. I'm OK with assuming that "FutureRelease" means "Will be fixed in a future release" - it's up to you as a consumer to decide whether it's good enough for you.

Back on-topic: since the Issue 36949180 thread has been closed, it turns out that this forum is the only avenue of feedback available to us Nexus 4 stuckees who wish to try to urge the massive, indifferent Google to fix the Nexus 4's broken wifi, and the related Nexus 4 wifi-killing bluetooth problems.
If you call the Google Device Support Team's support number, you will be told that there are no known issues with the Nexus 4, but that they'd be happy to let you exchange it for another Nexus 4 that will also have no known issues. Don't believe me? Try it yourself: 1-855-836-3987. I believe that number will work from Canada as well.
The point being, of course, that if there was a viable product feedback channel to Google, we'd all be using it. There isn't.

Here you go, Google devs, just in case no one told you about the fun bluetooth wifi interaction on the Nexus 4. I never was able to get anyone to confirm if this behavior is related to the buggy Qualcomm wifi driver, or if it is something else. I just updated my Nexus 4 OTA to 4.2.2, and bluetooth still kills wifi.

I have to say, unfortunately, I might have to RMA this phone if the wifi bug begins to affect me. I haven't noticed it until now, but perhaps I've been ignorant somewhat. However I too suffer from it, and I've now noticed there is a delay when receiving messages, if it begins to really irritate me, this is going back and I will demand a refund because this isn't what I paid for. Google have a perfectly good OTA system which they prefer not to utilize unlike every other manufacturer with a working OTA (I'm thinking a big half eaten fruit here!)

Not sure where you guys work that bug trackers are also used for release schedule announcements. They've acknowledged the existence of the issue and said they're working on a fix. The bug report has served its purpose. I don't understand why you guys think complaining about lack of communication here would do any good. The bug has been closed and owner removed, that means Google will not see any of this. The place to lodge your complaints is on the product forums that I linked earlier.

Hi,
I just noticed that Wifi connectivity went very bad on 4.2.2 JB update.
At 4.2.1 i didnt noticed any issues connecting to home router either on 2.4Ghz or 5Ghz.
After update (clean stock, no mods, no tweaks) i cant use wifi without setting static IP on my phone (looks like DHCP issue)
Anyone know any fix for this instead of setting static IP?

The problem is one of the wifi chip's manufacturer, who hasn't supplied Google with an updated version to allow for offloading of ARP requests, as mentioned here. You can fix it with a simple edit to one of the files, which requires root access, but this will require more CPU cycles and more power. That's why Google apparently decided to shut if off by disabling requests.

Maybe it's time for us, the consumers, to apply pressure on the WiFi chip manufacturer (Qualcomm I believe), even though they're almost the only game in town now that TI is folding, so they may laugh at threats to stop purchasing phones equipped with Qualcomm WiFi chips. Still wouldn't hurt. Send to their CEO, their relations people and copy any press of your choice. Heck copy Google too.

@92, I did root my N4 and applied the patch to the Qualcomm wifi init file to tell the driver to not filter multicast or broadcast traffic when the phone was in suspend. It helps, but it does not completely fix the problem, as the phone takes a couple of seconds to respond to ARP requests while the screen is off.

4.2.2 -> Notifications don't come in after a while when phone is on deep-sleep.

As a result: No push notifications. When screen is on again, a reconnection is called.
It's waaaay easy for Google to fix it, simply set a shorter value for heartbeat (i.e. 5-7 minutes) so the connection will not close due to idleness. It can be made automatically, as this value is automatically downloaded (and set) by the phone every 12 hours. An OTA update is even not needed!

I can confirm that adding static arp entries on the router fixes this issue. Phone does not lose connectivity to the router.

I'm frustrated with this. Tried a lot of things to fix this, but i can't. Every possible fix i do...after a couple of minutes becomes a placebo.
If you want to try if you have this issue i suggest using my method:
1) Open a friendly (but not primary) Gmail account on a "PC/Desktop/Laptop Browser".www.gmail.com
2) Lock your Nexus 4. (Important: Don't use any charger/dock, just use your N4 battery).
3) Open a chat window and send a message to you primary (Nexus 4) account ---> You probably receive the message ASAP.
4) Count to 10 and send another message... ---> You probably (again) receive the message.
5) Count to 40 seconds....and try it again.
6) Now you can also try pushing the button "Start Voice Call" and see what happens..
7) If nothing is happening...just press LOCK button and you instantly receive all the messages and maybe the "ongoing call" too.
Same happens with Viber, Whatsapp, etc.

Tried to replicate the issue with the old Samsung GT-i9000 (Samsung Galaxy S1) using CyanogenMod 10.1 (Android version 4.2.2)...but i couldn't.
It receives messages and voip calls ASAP when screen is off (and disconnected from charger). (Even after....30 minutes of sleep/screenOFF the reception is instantaneous)
So i think it's a Nexus 4 issue.

For whatever reason, Google has been incapable of fixing this problem, and they certainly do not show any concern over it. I've decided to move my Nexus 4 over to CynaogneMod, where they at least have a viable, working bug reporting system and a developer team that is hard-working and who provides feedback to their users. It's not for everyone, because it entails unlocking your phone, rooting it, and flashing a new OS onto it. But as I said, the CM folks at least have a viable bug tracking system.

I'm on a nexus 7 and galaxy nexus. I'm having the issue on both devices. When I try to listen to a podcast via streaming, it will load as long as the screen is on, if the device enters into sleep mode, the audio stops as the device stops receiving data. Hope a fix will be ready soon.

I'm having serious problems with push notifications on WiFi and 3G. All notices I arrive late or do not arrive directly after locking the screen.
I hope they fix this problem soon because the main function of a smartphone does not work in the nexus 4 and this is a very serious problem for the user, because if we have problems with push notifications and to surf the internet, why would want the nexus 4?

Just chiming in, I also have this issue and have been unsuccessful in fixing it using various methods. (custom kernels, changing broadcast filter, etc). This forces me to stay on 3g most of the time and take a battery and data plan hit. Very unfortunate.

Same issue here. Nexus 4, Android 4.2.2, WiFi sleep policy set to Always and as soon as I switch of the screen and try to ping the phone just ~20 seconds later it is not responding anymore.
Intrestingly though is that if I keep pinging my phone and turn of the screen after I started the ping its just working fine.
If I stop the ping and wait for ~20 seconds again the phone wont respond again. Only after I wake it up again.

Nexus 4, rev11 manufactured February in Korea, Factory stock 4.2.2
Setup the Wifi, some options of the terminal meanwhile the new microSIM arrives.
Once then installed the mSIM, configured the APN and through Bluetooth transferred the contacts by Vcard file.
Only left active WiFi (at home) and mobile radios; Bluetooth and NFC off.
Installed only DeadPixelTest (from PlayStore) and Whattsapp (manufacturer redirected to PlayStore) and the automatic downloads the system done.
No problems detected until I decided to activate the NFC to see the menu options it gives. Since then the Whattsapp notifications stopped passed a short period of time from entering iddle (screen off) of some minutes (the time we use to test) in WiFi; before this all ok. Push the on button and notifications begins to enter suddenly, once or two times it took a little more, blue to grey and then blue again radios icons occured but not always.
WiFi neves sleeps. Tried to disable NFC and BT, enabling and disabling in reverse order, other combinations, options, extract the mSIM, etc.
Tried a complete wipe and restore to factory through the recovery console. Reconfigured all trying to follow as much as we could remember the initial setup process without success.
The problem has come to stay it seems.
Until now it seems that there insn't mobile data signal drop (still doing some tests).
Don't want to use the WiFi app to avoid battery drain. If at the begining it worked it could do it again I think. The Wifi uses WPA2-PSK (AES) with a strong password, SSID hidden and MAC filtering in a Comtrend CT-5361 router (but it wouldn't matter if at the beggining it worked properly).
An official fix would be much appreciated.

I installed the motley_anykernel_422_nexus_4_custom_build_prima_3.2.2.2.zip on top of my Paranoid Android 3+ ROM, and bluetooth still kills wifi every time you try to use bluetooth.
Also, apparently something was set in the motley kernel that turned off icmp requests, because I can no longer ping the phone, which makes it difficult to see if the ARP request timeout issue is still happening.
However, the wifi icon no longer turns grey after the screen has been blanked, and the phone is responding to push requests, so I guess that's an improvement.

I got a wifi issue but i cant find any fix or answer ... My Nexus 4 arrived a few days ago. WiFi was working perfectly and without any problem at a place which used an SSID of "FRITZ!Box Fon WLAN 7390".
Today, I'm at a different location, where I want to connect to an SSID of "FRITZ!Box Fon WLAN 7240".
The Nexus just doesn't "see" this one (my old Galaxy S however does see it, as do the iPad Mini and the MacBook Pro). Even trying to manually connect the Nexus to this SSID does not work.
The weird thing is: at the same time the Nexus does "see" two other SSIDs in the neighbourhood, one of which is called "FRITZ!Box Fon WLAN 7170". (So it cannot be a case where it "refuses to 'see' SSID names using mixed case or special characters...)

Before finding that this was an issue with the Nexus 4 I contacted customer services and they advised me to clear gmail cache / do a factory reset. If this is a known issue surely they should be doing a bit more than just assigning it a 'medium priority' as, for most users, reliable instantaneous email communication is a very high priority.

Not atypical for a few individual engineers in a large software company to close bug track tickets to get it off their plate. What is needed is publicity and management attention to this issue to get a higher priority. At the very least Google should provide a workaround (trade off being more battery use during sleep) at the very least, rather than wait for Qualcomm for a proper fix.

The Qualcomm fix happened in the end of February; however, the newest version of Android for the Nexus 4 was released on February 11.

I totally regret buying this phone. I don't even use it now because it's plagued with connectivity issues. Wifi can never seem to stay connected when the phone goes to sleep. Really sucks when expecting phone calls via Groove IP. Can never seem to send an email using Gmail app after the phone wakes up. Still have the issue where Bluetooth causes my wifi to disconnect. Honestly, I wanted to like this phone, but these are serious issues and Google is taking way too long to fix them.

please fix this problem, my phones on wifi pretty much 95% of the time. I am not able to receive voip calls/whatsapp messages or any other WIFI related incoming traffic while the screen is off. Just wanted to add, that my N4 is also suffering from the described behaviour. It is very much annoying me on a daily basis. Take WhatsApp for example- sometimes messages arrive up to an hour late because I have not picked up the phone in this time. Time is critical for messenging- so please provide a fix as soon as you can, Google.

Ok, I bought nexus 4, all was well but there was a problem with the display, google sent me a replacement device. Now the new device has this problem, receiving email on time is an important part of my day and affects me significantly. I have the problem as well. It mainly affects my use of Mighty Text, which I use all the time to SMS people while I'm at work and on wifi. I rooted my device just to address this issue and modified the cfg.ini file, but my Nexus 4 won't send my Mighty Text messages until I wake the phone from sleep. Then all my messages go through at once. I don't have this problem when connected to 3G, and I never had the problem with my GS3.

Guys! I can confirm the leaked 4.3 Jelly bean does fix the problem on Nexus 4 with dropped in-coming VoIP calls and delayed notifications. But the catch is WiFi optimization has to be disabled which is a shame. Not sure about the impact on battery life so far. Will check and report back. But having WiFi optimization "on" does seem to make the ARP issue more inconsistent. At times the delay is not that long max fee seconds but sometimes when the phone is in deep sleep the drop is persistent and wont show notification until some good 10mins afterwards.
The situation is a lot better regardless of WiFi optimization turned "ON" or "OFF" But to really make the problem go away you must have it turned OFF. Android 4.3 by the looks of it has this driver fix. But if this is the real fix then am disappointed. This is a half arsed workaround at best. Qualcomm can't seriously be calling this is a "real" fix. But anything is welcome at this time. I am staying on this 4.3 with WiFi optimization turned off.

For all the people with android 4.3, please go to: Wi-Fi--> Advanced --> Wi-Fi optimization and cancel this option (cancel Wi-Fi optimization). It solved the problem for me and it should solve the problem for you all. It works great!

Whats wrong with you people on Google I'm sure this problem can be solve by only one of your engineers and you don't care about all the complaints I've been read here. You sold out a huge amount of this nexus devices and I know that the price was great but that doesn't mean you can forget about all the users suffering from the same problem. Nexus 4 (Android 4.3 Build-Number JWR66Y):
same issue on certain access points
wifi is set to "always on" - optimization on/off does not make any difference:
1) phone goes to sleep - not able to ping anymore - also google sync is lost (i don't get any notifications or can localize the phone via device manager)
2) even if i turn on the screen - bars are gray instead of blue and remain that way - i still don't get notifications - i can access the internet though and the phone can be pinged again
the only fix to get blue bars (and sync with google servers) again is to turn wifi off and on

This is such a rubbish... First time I buy a nexus phone and it has problems with the most important part of it - Wifi... Why on earth this has not been fixed when Prima drivers were updated and people over xda could compile fully working kernels with them. I guess, I can call my "smartphone" a dumbphone now.

I must sadly confirm this infamous issue.
Android 4.3, after some time of deep sleep the device is no longer pingable.
Optimization off helps a bit, but does not resolve completely.
Now I'm trying a custom kernel with latest WiFi driver, but first results are not encouraging.
Please Google, this is REALLY a pain. No ARP = No push notifications.

Its not googles issues at all , it the part of Wifi device (like BRCM, Marvell, ....) which ever WLAN chip is used that sleep current issue will be there.
This is basically Wifi Sleep current issue , which basically from Firmware of Wifi chip is doing. It reflects on other interfaces also, It has been there in all the devices, not only in mobiles but also in all the electronics devices which has Wifi as a part interface.

Ok, this is quite frankly pathetic. Why isn't this issue sorted out yet? Me and others I know with a Nexus 4 suffer from this particular problem and was hoping Kitkat 4.4 was going to be rectifying this...
Unfortunately we still suffer with completely delayed notifications and anything else wifi related either having delays or cut off completely.
This isn't on. Completely regret moving from a iPhone to a Nexus 4 which never suffered from this issue at all.

I'm pretty sure I have this issue on a Nexus 5 running stock 4.4. After the screen has been off for a while, notifications are often delayed. For example, I might get an email to say someone has posted on my Facebook timeline, but I get no notification on my phone. Then a few minutes later, I'll get a bunch of notifications all at the same time on the phone.
Does that sound like it's caused by this issue? I'm not very happy about it as it's spoiling my experience with an otherwise very good phone.

Yes, sounds as though you have this same issue. It's awfully disappointing that it's happening on the Nexus 5 too! I was going to shift my Nexus 4 (on 4.4 too) to purchase a Nexus 5 as this problem is most likely never going to be fixed - you've saved me another headache so thank you!
The delayed notifications improve for me if I turn off "WiFi Optimization" in the advanced WiFi settings, (they can still be slightly delayed but it eradicates this issue pretty much), however battery consumption then becomes ridiculous and thus not really a solution.
If my screen has been off for a nice ample amount of time (say 15 minutes or so), then I'll pretty much never receive any notifications until the screen is put back on/unlocked. The delay as I say is pathetic, and not something I have ever experienced on any phone before.
I believe the only solution at this point is to purchase a completely different phone sadly.

After further testing, I don't think my Nexus 5 issue is related to this. I can ping the phone when it's been asleep for a while and it always responds, so there must be something else causing it.

I had this type of problem with my nexus 4 (Android 4.3), too. When running an UPnP controller app the music did stop playing on my hifi after some minutes after the nexus 4 screen turned off. The BubbleUPnP app was not able to send any further commands as the nexus seemed to be offline.
Yesterday I got the Android 4.4 OTA update. So I retried the UPnP playback and was able to listen to a whole 77 tracks album that runs approx. 70 minutes. I just turned on the nexus screen once in the middle of the album for some seconds. So it feels much better now. But I will keep an eye on this the next days.

Been running 4.4 after the OTA update for a couple of days. It seems like this has been fixed. If this was the issue that caused your delayed notifications (apparently with some routers this wasn't an issue), then you'll notice an improvement.
There are also other possible issues like the low "heartbeat" frequency issue, but that can be fixed with third-party apps like PNF. If you had the issue described in this thread, then not even PNF worked, like in my case.
As further proof that this issue was fixed, I am now able to ping the device at any time. The first ping request (the one that now "wakes" the device, but previously didn't) will take a considerable amount of time (usually 1500ms to 2000ms) or just time out, but subsequent requests will be succesful.

I'VE FOUND A WORKAROUND of this no-push-notif during deep sleep problem.
Earlier, I tried holding partial wakelock so the device never sleep, this of course works alright, but drains battery very rapidly (5% / 30mins).
This is NOT ACCEPTABLE.
So, I tried something else :
automatically waking up the device regularly every 30mins, with the help of Tasker (which doesn't turn on the screen at all).
The result is :
7 hours after screen off and a good night sleep, in the morning I sent myself a BBMsg and it arrived perfectly in about 5 secs.
Battery consumption is totally acceptable : only 4% drop during 7 hours (dual sim ON, data ON).
That's days ago, and still works perfectly until now, I'm happy with it, so I'd like to share the AWESOMENESS.
I'm not sure about push notif from Google servers via GCM, I don't use any app which takes advantage of GCM, I only use BBM which uses its own servers.
In this case, you should first try adjusting heartbeat interval using PushNotificationFixer (which can't help me since it only resends heartbeat to Google server).
Tasker setup :
1. create new profile : Time
* uncheck both start & end time (so it starts and ends from midnight to midnight)
* check Repeat : every 6 minutes (during deep sleep, this 6 mins expands 5x to 30 mins)
2. add new task :
what you do in this task doesn't really matter, the point is to do something in a regular interval (I only use Alert Morse, so I know that the profile is still running)
GODSPEED !!!!

1. allow it as admin (system Settings > Device Administrators)
2. turn on its service (system Settings > Accessibility)
3. put it on auto-start list

With Wifi ON (and sleep wifi set to NEVER) when the screen is off and phone idles for a few seconds the phone stops responding to ARP requests
- What happened.
When this occurs the phone stops responding to ping requests, in some instances this can also lead to delayed GMail, gTalk, Whatsapp etc notifications

- What you think the correct behavior should be.
The correct behaviour is for the phone to respond to ARP requests, respond to pings therefore being contactable to receive notifications even when the screen is off
- Cause
This is caused by configuration in /system/etc/wifi/WCNSS_qcom_cfg.ini which is set to filter out multicast and broadcast requests, effectively blocking ARP.
Default:

Should be:

When modifying McastBcastFilter to 0 and rebooting the phone the phone will respond to ping requests whilst the screen is off and in most cases notifications are received in a timely manner.
