ICS 4.0.2 in stock browser

- Steps
1. Open

http://bradfrostweb.com/demo/fixed/noscale.html in portrait view
2. Change the orientation to landscape.

- What happened.
Wrong background painting or width for the fixed header and footer.

- What you think the correct behavior should be.
Correct width and background.
