I've searched for correct issue tracker for 15 minutes and wasn't able to find one. The link you gave doesn't help too.

Sorry, there doesn't seem to be an appropriate place to report bugs with Play Services. But they aren't part of AOSP Android so there's literally no point raising it here - we can't provide help or support for something we don't have the source of.

Here is an example, where I did the following things:
1,Trying to enable the LTE provisioned flag(of course It did not get enabled actually)
2,Making a call, and call was not went through by the supposed VoLTE but Fall-backed to GSM instead.

From the very first release to the latest NPF26F(nexus 6p)

Which device did you use to reproduce this issue?
This issue applied to the global versions of Nexus 6p
In detail:
The H1512 variant of Nexus 6p
Steps to reproduce
What steps do others need to take in order to reproduce the issue themselves?
1, insert a valid sim card(eligible of using VoLTE) of jio Mobile whose MCC + MNC are the following combination:
405+873
405+840
2, The VoLTE calls cannot be established
3, In settings -> Cellular networks
NO "Enhanced 4G LTE mode" option listed.
In testing mode entering by dialing "*#*#4636#*#*" in the dial pad,
the "VoLTE Provisioned" option is always kept disabled and cannot actually be turned on
Frequency
100% of the time
Expected output
These phone are supposed to support VoLTE of China Mobile.
1, The VoLTE calls can be established within LTE coverage.
2, The "Enhanced 4G LTE mode" option is supposed to be listed, and can be turned on.
3, the "VoLTE Provisioned" option can be turned on, which should have the similar function with #2.

These phone do not support VoLTE of China Mobile.

2, Not showing the "Enhanced 4G LTE mode" option
