DmxSimple: Support other clock frequencies

DmxSimple currently supports 16MHz clocked ATmega168 and ATmega8.

Add support for 8MHz (Lilypad, some Pros), possibly 20MHz (maximum rate), ideally for any F_OSC value that is a multiple of 250kHz.

Now supports 8MHz, 16MHz and 20MHz on ATmega8, ATmega168, ATmega168P and ATmega328P.
