Sorry, version 3 was designed ground up that broke the backward compatibility:

As I have not received enough request to develop a conversion tool, I did not invest the effort.

On a side-note, the .rcq format is a plain XML (both version 2 & 3). You can manually analyze the difference and possibly write a small script to convert between the formats.
