A view could be written which contains a searchable version of the comprehensive rules. The rules would probably be stored in another table.

Anyways, a simple start would simply be to grab the source of this page: http://www.yawgatog.com/resources/magic-rules/
And include it with the app. It's nicely hyperlinked, and has a very phone-friendly layout.
