What steps will reproduce the problem? 1. ? 2. ? 3. ?

What is the expected output? What do you see instead? Everytime I try too open Mongoose so I can install it, i get an pop up error were it stands "Failed to start Mongoose"

What version of the product are you using? On what operating system? Mongoose 3.7 on Windows 7

Most probably the port is already taken. Try to go to settings and change "listening_port" to some other number.
