Consider adding a mailing list for commit notifications

Consider adding a mailing (e.g. using Google Groups) where commit notifications can be sent and to which project members or anyone can subscribe for monitoring the project. The group should be setup for announcements only so no posting is allowed except by codesite- noreply@google.com.
