What is the expected output? What do you see instead? It should open fine (right?), instead i see error message concerning many programs with .exe extensions are missing (probably some plugins? i remember i saw the word sharpen and web export in the filenames)

What version of the product are you using? On what operating system? gimp-painter 2.6.11 (downloaded from sourceforge.jp, as your guide-vid suggested), my operating system is Windows XP SP3.

Please provide any additional information below. Could it be that 2.6.11 release is bad?

Hey, just a little update: I've downloaded gimp-painter 2.6.10 release, and it opened without problems. So I'm guessing the problem is in the 2.6.11 release, but I don't know for sure.
