GPL2 vs GPL3

The comment in the executable says "either version 3 of the License, or

(at your option) any later version", but the file COPYING is GPL 2. It should be updated to GPL 3.

thesamo copied a wrong COPYING file :) Updated with the full terms of the GPLv3 Download 0.31 instead
