Non-UTF-8 .ds files raise error

What steps will reproduce the problem? 1. run gdevilspie in a non-UTF8 localesystem 2. ????? 3. PROFIT

What is the expected output? What do you see instead?

gdevilspie.py:94: PangoWarning: Invalid UTF-8 string passed to pango_layout_set_text()
