It needs a place to specify the source path, since .dpk and .pas files may be in different directories.

When a common path is chosen as base directory, delphipi automatically resolves the path files by processing dpk files. For example; component/packages contains the dpk files and component/src contains the pas files, then base folder is component, not component/packages.
