cleartk - issue #418

When using WekaStringOutcomeClassifier then NotImplementedException is thrown

ClearTK 2.0.1 is not support WekaStringOutcomeClassifier.

Please find attached the implementation of WekaStringOutcomeClassifier.

It also change the default behavior of WekaStringOutcomeDataWriter to create Enum attributed instead of String attributes
