CrfSuiteStringOutcomeDataWriter ignores the NameNumber.value when encoding features even though the CRFSuite implementation accepts real-valued features. One way to fix it would be to use CRFSuite's 'scaling value' as suggested in: https://groups.google.com/forum/#!topic/cleartk-users/paFeQbepC2o
