Allow enabling/disabling of the pipeline definition header.

What steps will reproduce the problem? 1. Create a pipeline view with a starting job and other downstream jobs. 2. Do not execute any of the jobs in the pipeline. 3. Navigate to this newly created pipeline view.

What is the expected output? What do you see instead? - If there are no pipeline instances (if the pipeline was never executed before), the pipeline view is now just a blank form displaying the buttons for Run, History, configure, etc. - In the previous version of the pipeline plugin, however, we were able to see the pipeline definition: all the boxes representing the jobs in the pipeline

What version of the product are you using? On what operating system? - Jenkins 1.446 - Build Pipeline Plugin 1.2.4-ALPHA

Please provide any additional information below. - It would be good to allow enabling and disabling the pipeline definition header via a configuration setting.
