(cs csc allcs exe) complies all c# files
in the directory into an exe.  Remove
state, targets, and do/dep/env in one go
by directly calling rm-f.std..do.  Remove
step file and file sum if getStep fails,
to force redo.  Read and parse a manifest
of ectool commands.  Notes on a habitual
lifestyle.
