The existing 'Manage Cases' privilege is too broad; it is proposed the
refine the privilege as follows:
 - the authority to load and unload specifications should rest exclusively
with an administrator.
 - the authority to start and cancel cases should be applied on a per spec
basis to roles and/or participants at design time via the editor.
 - design time authorisations can be modified by an administrator via the
admin pages.
