I'm currently packaging mglob for fedora, because ipython ships it as a bundled library, which is not allowed in fedora.
There are some more guidelines, which say, I need to query upstream and tell you the following: - Please ship a COPYING file, so everyone is certain, under what license you distribute mglob. - You could also add a man page, this is checked always and is interpreted as a warning in the review process.

Posted on Jul 28, 2010 by Swift Hippoipython can actually ship a separate copy of mglob. It shouldn't matter that mglob is also provided as a separate library, because the installations wouldn't clash anyway.

That's why I need to package mglob for fedora explicitely.
Another SHOULD item is, that if upstream doesn't provide a COPYING file, I should convince upstream "to correct this mistake". But if you don't do, it doesn't really matter... (From my point of view, I don't know the leagal background to this...)
