The browser and the VM need to work together to ensure that idle milliseconds cause progress to be made in completing any ongoing incremental marking or sweeping operations.  The marker can make use of idle periods in the sub-millisecond range to make progress, and if there are long pauses the entire incremental marking can be completed.

We get an pseudo idle notification after WebKit disposed a Context.

Instead of doing full GC immediately we can start incremental marking.
