[Bug/Fix][Paladin] Judgements of the Just (talent) debuff not working

What steps will reproduce the problem? 1.Get the talent Judgements of the Just in the protection tree (Rank does not matter) http://www.wowhead.com/spell=53696 2.cast a judgment on an enemy 3.there is no debuff and the target does not have his melee attack speed slowed by 10%(Rank1) or 20%(Rank2). ID of the debuff: http://www.wowhead.com/spell=68055

What is the expected output? What do you see instead? The target's melee attack speed should be reduced by 10% or 20% for the duration of the Judgement.

What revision of the Core are you using? On what operating system? Revision: Trinity Core 8375 OS: Ubuntu 10.04 x64

Please provide any additional information below. Both the reduction of the cooldown of Hammer of Justice and the increase of the duration of the Seal of Justice WORK.
