totem-pps is available in postis25's ppa.
1. Add one of ppa following sources
PPA for lucid
deb http://ppa.launchpad.net/portis25/ppa/ubuntu lucid main
deb-src http://ppa.launchpad.net/portis25/ppa/ubuntu lucid main
PPA for karmic
deb http://ppa.launchpad.net/portis25/cnav/ubuntu karmic main
deb-src http://ppa.launchpad.net/portis25/cnav/ubuntu karmic main
2. Install totem-pps
sudo apt-key adv --recv-keys --keyserver keyserver.ubuntu.com 27F5B2C1B3EAC8D9
sudo apt-get update
sudo apt-get install totem-pps

I followed the guide and installed totem-pps successfully, but in totem when I select ppstream in the right side bar, nothing lists. Any ideas? I'm using Ubuntu 10.04 lucid.
This problem is known from February or at least April of 2010 on. Just start totem from console and try to open any pps-URL - "User now allowed" will be shown. See Issue 18.

@sunmoon1997: Is this project dead now? This plugin is not working since April 2010 and there were no plugin updates since then. Perhaps this plugin is only blocked because it is identifying itself correctly as linux version. Please leave at least a message to the users of this plugin to make things clear.

After compilation and installation moments ago I can confirm that totem-pps is working again at the moment. I followed the instructions of HowToInstall, working with Ubuntu Karmic Koala. So I urge you to update the packages to simplify the installation using the new files from Nov. 2010: totem-pps-0.0.19.6.tar.gz gst-plugins-pps-0.0.18.1.tar.gz
I would like to install ppstream into Ubuntu 11.04. Is there a way to do that? I have try the ppa but it is for 10.04 and it didn't work. Thanks in advance!
@klkoh188: Just try cnav. The guide above is fairly old. Read my comment below, too.
I just looked by Firefox into the repository. Now I understand why I get no update from totem-pps-0.0.19.5 upwards for Karmic (9.10). If I am right, only Natty (11.04) is supported at the moment - all "Packages" files except http://ppa.launchpad.net/portis25/cnav/ubuntu/dists/natty/main/binary-i386/Packages are empty. At least Lucid (10.04 LTS) should be supported until the end of life (April 2013), because it is a LTS version (long term support).
