Option to turn off case-fixing

TSVN automatically fixes case-only renames of files if those renames are not done using an svn command. Some users don't like this, see the mailing list thread here: http://tortoisesvn.tigris.org/ds/viewMessage.do?dsForumId=4061&dsMessageId=2896928

Add an option to turn off this feature.
