For mobile robot contests, line-follower circuits are built on a black thin line over a white or clear base. It can be quickly done with black paint or white tape on a large paper surface.

But for better and complex races, using PVC tiles is a very good idea (originaly from www.pobot.org) and a software with ergonomic graphical user interface and smart algorithm helps a lot to design new circuits.
