Can you please clarify what browser/os you were using? I cannot reproduce this Chrome/FF/Safari - Mac OS.

I was able to reproduce this on chrome for mac. The key to reproducing it is to make the browser window not very tall. The problem occurs only when the "Status:" line of the issue metadata is exactly at the top of the visible browser area. So, it's probably a boundary error in the JS that makes that metadata div float. Another problem that is probably related is that in a very similar situation the JS code that makes the metadata float will sometimes make the browser scrollbar jump back up to the point where the main tabs are located. I saw that behavior in Chrome, FF, and Safari. I'm going to let this issue linger a while because I think that it only affects issues where the metadata is taller than your browser height, and there is an easy work-around which is simply to scroll down even a tiny-bit further or not-so-far.
