What steps will reproduce the problem?
Step 1. Upload a file to a project
Step 2. Download that file
Step 3. Download that file again

What is the expected output? What do you see instead?

Users expect to see the download counter increment twice but the caching headers cause the 
second download attempt to be retrieved from the local browser cache or proxy caches. This causes 
the counter to only be incremented on the first download until it expires from any caches between 
the user and the server.

I'm still a little confused with this issue.

In the last 5 days, my download numbers on the have dramatically 
dropped - from 200-250 per day, to about 10 per day at best, while my google analytics numbers for visitors 
and PVs remains consistent.

My reading of the above is that we can no longer rely on the "download counter" numbers to identify the 
number of downloads of our software to be determined - is that true?

I must admit I'm a little shocked if that's the case....

Additional information has been added ti  issue 3379  about the recent counter problems.
