What new or enhanced feature are you proposing?
It would be good to know how frequently each issue label is being used.
E.g.:
Priority-High: 16
Priority-Medium: 123
Priority-Low: 34
Pririty-High: 1
Urgent: 1

What goal would this enhancement help you achieve?
It would be helpful in large projects to see how the issue tracker is being 
used and what organization of issues is supposed to be in place and if it 
makes sense.  

Also, it would be good to be able to immediately spot unique labels that 
arise from typos or people who did not follow the established convention.  
In the issue tracker, we allow people to vary from a defined process 
because that is much easier to than asking people to define their process 
completely.  But, when people do vary from it, it should be possible to 
review that.

It would also be useful to easily spot any labels that are not (current or past) 
defined labels.  Handling past labels correctly depends on issue 3076.

Currently, this can almost be achieved with the grid view, for example:

https://code.google.com/p/support/issues/list?can=1&sort=&mode=grid&y=Priority&cells=counts

If a prefix is used by all labels, this just works, but it would be nicer to have
some virtual prefixes, like "Unprefixed" and (all) "Labels".
