Forrest provides a useful use case plugin that can be used to manage use 
cases for developers and to generate documentation for users.

We need to generate a number of use cases for each of the modules.

I've modified Forrest to allow useCases to be included in subsites.

I've added a useCase framework to the core module.

Need to document the major use cases of the core module:

Repository
==========

- Adding a DOAP file
- Adding generic RDF
- Retrieving and working with data
  - Retrieving and working with a Project
  - Retrieving and working with a Person


CLI
===

- adding a project
- importing from PTSW
- retrieving a project

Once that is done we need to document the major use cases in the REST and webapp 
modules.

Added use case framework to REST and Web modules as well.

Now need to actually do the documentation!
