Is it a SharpDX issue for sure? AFAIK SharpDX.Toolkit is not used in MonoGame, therefore we don't have control on resource management. If you believe that it is a SharpDX issue - please post a sample project that reproduces it.

Afaik, there is no known bugs in SharpDX related to this issue. This look like only related to MonoGame usage of SharpDX on WP8. If it is related to SharpDX, please provide a reproducible bug with a SharpDX sample.
