RubyMSN only needs Ruby with SSL support. Version 1.8.5 or higher is recommended. The *.dll files and the lib directory are only needed for the tk_interface example in Windows. We have included Tk 8.4 for Windows so you don't need te install Tcl/Tk. We don't want you to install yet another windows program :-)
