Purpose: provide an easier way to navigate tickets in RT (specifically for parrot and perl6 at the moment).

Consists of two components:

One, a wrapper to the command line RT tool that downloads tickets of interest from an RT installation,

Two, a web front end that uses Ext (http://extjs.com) to provide a front end to the data.
