It's not documented in the User Guide that we use UTF-8 when processing TSV
files.

A related problem is that it's not possible to alter that encoding (that's
possible, and even documented, with HTML files) but we needed to implement
some special mechanism for that. Adding support for that may not thus be
worth the effort (UTF-8 ought to work with all the data) but at least it
needs its own issue.
