The rb_site script does not check for dependencies it might need.
Therefore, when choosing to use memcache but not having memcache installed,
will crash the script. This means installing memcache, removing the
reviewboard www directory, and restart rb_site. I filed it as an
enhancement because it's not a major bug, just a nuisance.
