What steps will reproduce the problem?
1.create a comment on line N (for instance 1564)
2.create a comment on line N+1 (for instance 1565)
3.comment flags show on both lines
4.publish the comments
5.only the comment flag on line N is shown

Note that if "Expand changes" is selected both flags are shown.  If
"Collapse changes" is selected, only the first comment flag is visible.

This is seen both with Firefox and IE

What is the expected output? What do you see instead?

The expectation is to have each commented line flagged.  Missing flags can
results in missed comments.

What operating system are you using? What browser?

Windows.  Firefox and IE
