Python wrapper for Spin Core's digital PulseBlasters

This is a simple Python wrapper for SpinCore's PulseBlasters:

This is been tested only on 32bit x86 architecture and PulseBlaster24. The drivers for the PulseBlaster needs to be installed beforehand.
