Provides a near one-to-one python extension of the open-zwave library

This is a Python 3.1+ extension for the open-zwave library hosted at Google Code. It tries to be as one-to-one to the C++ interface as possible, with no goal in mind to create a framework around that. That will be a task up to the specific application.
